Shengren (圣人, the Sage) in the Dao De Jing: Meaning and Occurrences
In the Dao De Jing, shengren (圣人) is the sage: the model person and ruler of the text, who keeps to non-action, puts himself last and does not contend.
圣人 (shèng rén) is "the sage", the person the text holds up as a model. The words 是以圣人, "therefore the sage", recur throughout the book: an observation about heaven, water or people is followed by what the sage does in the light of it.
The sage is above all a ruler. In chapter 3 the sage governs the people; in chapter 49 the sage has no fixed mind and makes the people's mind his mind; in chapter 57 the sage speaks in the first person: "I do not act, and the people transform of themselves."
What the sage does follows the other key terms. He keeps to non-action (chapter 2), puts himself last and thus is first (chapter 7), and does not contend (chapters 22, 66 and 81). The last line of the book is about him: the Way of the sage acts and does not contend.
